Virginia LULAC Honors Delegate Elizabeth Guzmán and Supporters for Leadership on Immigration Rights and HB 1438

Virginia LULAC proudly recognizes and thanks Delegate Elizabeth Guzmán and her fellow House patrons for their strong advocacy on behalf of immigrant communities and meaningful immigration reform in the Commonwealth.


Virginia LULAC extends its deepest appreciation to Delegate Guzmán and the following Delegates for their commitment to protecting civil liberties and advancing immigrant protections through legislation:

We are especially grateful for Delegate Guzmán’s authorship and introduction of House Bill 1438 — a bill that would prohibit state and local law-enforcement agencies from entering into agreements with federal authorities that authorize officers to perform the duties of federal immigration officers. The legislation also affirms that enforcement of federal immigration laws by Virginia agencies must occur only pursuant to a valid judicial warrant or where otherwise required by state or federal law, and prohibits immigration status inquiries outside those boundaries. Additionally, HB 1438 would require agencies with existing agreements to terminate them by a specific date, and provides mechanisms for accountability and equitable relief for violations of these protections.


Virginia LULAC is deeply appreciative of the tireless efforts of Delegates Guzmán and her colleagues, whose leadership exemplifies a steadfast dedication to justice, fairness, and public safety for all Virginians, regardless of immigration status. Their work reflects a commitment to building trust between law enforcement and immigrant communities and ensuring that local and state resources are directed toward community-centered safety priorities.
