Virginia LULAC Honors the Legacy and Service of Delegate Michelle Maldonado

Virginia LULAC proudly honors the extraordinary legacy and service of Delegate Michelle Maldonado, a dedicated public servant, trailblazer, advocate, and steadfast ally to the Latino community and all Virginians.
First elected to the Virginia House of Delegates in 2021 and taking office in 2022, Delegate Maldonado served with distinction through three terms in the General Assembly, representing House District 20, one of the largest and most diverse Latino population districts in the Commonwealth of Virginia. At a time when representation and community advocacy mattered more than ever, Delegate Maldonado stood as a voice for inclusion, opportunity, and dignity for all communities across Virginia.
With the district estimated to be roughly 44 to 45 percent Latino, House District 20 stands as one of the highest Latino concentration legislative districts in Virginia. Her leadership therefore carried profound significance for Latino families, immigrant communities, and working families throughout Northern Virginia and across the Commonwealth. Her representation carried profound importance for the Latino community. House District 20 reflects the changing face of Virginia, home to families from across Latin America, the Caribbean, Africa, and around the world. Delegate Maldonado understood that representing such a diverse district meant ensuring every family felt seen, heard, and valued in the legislative process. Through her leadership, many in the community saw themselves reflected in Richmond and recognized that their voices mattered in shaping the future of the Commonwealth.
Throughout her tenure, Delegate Maldonado championed legislation and policies focused on innovation, education, consumer protections, public safety, economic opportunity, and equity for working families. She became known not only for her intellect and professionalism, but also for her ability to bring people together, navigate difficult conversations, and build meaningful bipartisan relationships in pursuit of practical solutions for Virginians.
Delegate Maldonado joined the Virginia Latino Caucus in 2024, where she quickly became an important and respected member. She consistently demonstrated support for policies and initiatives that uplifted Latino families, immigrant communities, students, entrepreneurs, and working Virginians. Virginia LULAC deeply appreciated her willingness to engage directly with the community, listen thoughtfully, and advocate with compassion, integrity, and respect.
As the daughter of Cape Verdean immigrants, Delegate Maldonado brought a deeply personal understanding of perseverance, sacrifice, and resilience to public office. Raised in small towns across Massachusetts, Virginia, and Texas, she experienced firsthand the realities of food and housing insecurity, experiences that shaped her lifelong commitment to equity and public service. Those experiences grounded her leadership style and allowed her to connect authentically with communities facing economic hardship and systemic barriers.
Her story is one of determination and achievement. Michelle became the first woman in her family to earn a law degree, graduating from Barnard College and the George Washington University School of Law before building a distinguished career as a technology attorney, entrepreneur, small business owner, and nationally recognized leader in artificial intelligence and technology policy.
Together with her husband Roberto, a proud Puerto Rican, U.S. Air Force veteran, and public school teacher, Michelle has called Manassas home for more than 20 years. Their family represents the very best of public service, education, sacrifice, and community leadership.
History will remember Delegate Maldonado as the first woman and first person of color to represent Virginia House district 20 in the Virginia House of Delegates. She also leaves behind a lasting legacy as the founding Chair of the General Assembly’s Technology and Innovation Caucus, helping position Virginia as a national leader in conversations surrounding emerging technologies, artificial intelligence policy, and innovation-driven economic growth.
But beyond titles and accomplishments, Michelle Maldonado will be remembered for the humanity she brought to public office, for listening deeply, treating people with respect, and working tirelessly to improve the lives of those she served.
As she steps away from public office in 2026, Virginia LULAC extends our deepest gratitude for her leadership, advocacy, partnership, and unwavering commitment to the people of Virginia. Her presence in the General Assembly will be deeply missed, but her impact and legacy will continue to inspire future generations of leaders across the Commonwealth.
