Virginia LULAC Applauds Budget Agreement Reached by Governor Spanberger and the General Assembly

Virginia LULAC celebrates Governor Abigail Spanberger, the Virginia General Assembly, and legislative leaders for reaching a budget agreement that demonstrates the power of collaboration, compromise, and democratic governance.
The budget process this year became one of the most closely watched debates in Virginia politics, stretching for months and requiring a special legislative session before lawmakers reached a final agreement just days before the July 1 fiscal deadline. At the center of the debate was how Virginia should balance continued economic growth with the growing impact of data centers on local communities, electric infrastructure, water resources, and ratepayers. Senate leaders, led by Senate Finance and Appropriations Chair Louise Lucas, argued that the rapidly expanding industry should contribute more toward the costs it places on the Commonwealth, while Governor Abigail Spanberger and House leaders emphasized maintaining Virginia's competitiveness as the nation's leading data center market.
After weeks of negotiations, lawmakers reached a compromise that preserved Virginia's existing sales and use tax exemption for data centers while creating the Commonwealth's first statewide electricity consumption tax on the industry's largest facilities. The final $207 billion biennial budget also includes investments in public education, healthcare, infrastructure, state employee and teacher pay raises, tax relief, and funding to prepare for future economic uncertainty. Governor Spanberger's final amendments were unanimously accepted, bringing months of negotiations to a close and allowing the budget to take effect on time. We also thank Governor Spanberger for listening to the concerns raised by lawmakers, advocates, and residents across the Commonwealth and for working collaboratively to achieve a path forward that serves all Virginians.

Virginia's Latino community, one of the fastest-growing populations in the Commonwealth, depends on responsible budgeting that invests in strong schools, reliable infrastructure, affordable communities, workforce development, and economic opportunity. As Virginia continues to grow, it is essential that development benefits all residents and that the costs and benefits of growth are shared fairly across our communities.
Virginia LULAC believes this budget agreement sends an important message to the nation: political disagreements do not have to result in dysfunction. Through dialogue, accountability, and a commitment to the public good, government can deliver meaningful results for the people it serves.
The Commonwealth of Virginia has once again demonstrated that democratic institutions work best when leaders come together, listen to one another, and place the needs of their constituents above partisan differences.
